This report, based on a survey conducted by the GMU Baroni Center for Government Contracting and the National Defense Industrial Association's Emerging Technologies Institute of over 200 participants across the defense industrial base, examines how prototyping works to strengthen the U.S. industrial base and where misalignment between government and industry can stymie technology transition. It provides recommendations for bridging these gaps with the implementation of best practices and action by DoD, Congress, and industry to align and institutionalize reporting and standards.
